Background: Samuel Sherwood was a  Federalist Congressman from Delhi. (see also the Biography of Samuel Sherwood)  He was opposed to the War of 1812 as well as many of the actions of President Madison. The outcome of the War of 1812 was uncertain at this time: the British had burned Washington a few months earlier. The letter was written to a friend in Delhi, Amasa Parker.
