Background: Samuel Sherwood was a  Federalist Congressman from Delhi  (see also the Biography of Samuel Sherwood) . He was opposed to the War of 1812 as well as many of the actions of President Madison. The outcome of the War of 1812 was uncertain at this time: the British had burned Washington a few months earlier. The letter was written to a friend in Delhi, Amasa Parker.
