My Hall Constitution

ARTICLE I
The Name

Section 1. The name of the organization shall be the My Hall Government.

ARTICLE II
Affiliation

Section 1. The My Hall Government shall be affiliated with the Resident Student Organization of SUNY College at Oneonta.

Section 2. The My Hall Government shall be affiliated with the Student Association of SUNY College at Oneonta.

Section 3. The My Hall Government shall conform to the constitution, bylaws, rules and regulations of the Resident Student Organization.

Section 4. The My Hall Government shall conform to the constitution, bylaws, rules and regulations of the Student Association.

ARTICLE III
The Purpose

Section 1. The purpose of this organization is to organize a variety of events and activities for residents of My Hall to participate in, and to assess needs and wants of residents and attempt to cater to them.

Section 2. The organization shall take an active part in the disbursement of My Hall funds, through a majority vote of the members.

Section 3. The organization shall discuss any concerns that residents of My Hall have concerning social events, maintenance, programming and monies.

ARTICLE IV
Membership

Section 1. All residents of My Hall shall be considered members of My Hall Government.

ARTICLE V
Officers

Section 1. The minimum requirements of holding office in My Hall Government are:

  1. Must be a My Hall resident, in good academic and disciplinary standing as defined by SUNY College at Oneonta.
  2. If a member can document extenuating circumstances for their declining academic standing, the member’s position will be reviewed by the executive board as to whether (s)he will continue.
  3. The executive board shall be elected within the first two weeks of the semester for that academic year.

ARTICLE VI
Duties of the Officers

Section 1. The President:
  1. Shall preside at all meetings of the government.
  2. Shall cast ballot only to break a tie vote.
  3. Shall have the power to delegate duties to other officers when necessary.
  4. Shall prepare the agenda for the meetings.
  5. Shall be required to attend the fall and spring semester hall government training retreat.

Section 2. The Vice President:

  1. Shall assist the President on all hall government business.
  2. Shall take the place of the President whenever (s)he is unable to fulfill the duties of the office.
  3. Shall represent the hall at Resident Student Organization (RSO) meetings.
  4. Shall be required to attend the fall and spring semester hall government training retreat.

Section 3. The Treasurer:

  1. Shall work in conjunction with the Residence Hall Director for the procurement of funds.
  2. Shall keep records for all hall government financial transactions in the hall.
  3. Shall handle purchase orders and reimbursements through the OAS office.
  4. Shall be required to attend the fall and spring semester hall government training retreat.

Section 4. The Secretary:

  1. Shall be responsible for keeping minutes during each meeting.
  2. Shall coordinate all public relations for the hall.
  3. Shall post meeting minutes in the lobby of the hall weekly.
  4. Shall be required to attend the fall and spring semester hall government training retreat.

Section 5. The RSO Representative:

  1. Shall represent the hall at Resident Student Organization (RSO) meetings.
  2. Shall report minutes of RSO meetings to the hall government.
  3. Shall be a voting member of RSO.
  4. Shall be required to attend the fall and spring semester hall government training retreat.

ARTICLE VII
Advisors

Section 1. The hall government advisors:

  1. Shall be determined by the Residence Hall Director.

  2. Shallll include the RHD and at least one Resident Advisor who has been assigned to work with the government.

  3. Shall will work with the hall government as a liaison to the staff of the hall.

  4. Will handle purchase orders in conjunction with the Treasurer.

  5. Shall coordinate the election procedure each academic year.

ARTICLE VIII
Floor Representation

Section 1. For representation:

  1. Each floor shall have at least one floor representative at each meeting.

  2. The Resident Advisor from each floor shall appoint a floor representative at the beginning of each semester.

  3. The floor representative shall act as a liaison between hall government and their respective floors.

  4. The Residence Hall Director shall have the power to recall.

ARTICLE IX
Finances

Section 1. All Hall Government funds:

  1. Will be received from the budget provided through the Office of Auxiliary Services (OAS).

  2. Shall be allotted at the discretion of the government members based on their assessment.

  3. Must be acquired through a proposal submitted to the President prior to the next voting meeting.

ARTICLE X
Amendments and By-laws

Section 1. Amendments to this constitution may be adopted by a two-thirds vote of the present membership. Bylaws may be adopted by the same two-thirds vote.

ARTICLE XI
Recall

Section 1. Officers may be removed from their position in My Hall Government with a petition signed by a simple majority of the executive board members of the government. After this process an election will be held as soon as possible.

Section 2. Grounds for impeachment include:

  1. Tardiness (25% of meetings).
  2. Unexcused absences (minimum of 2).
  3. Inability and/or unwillingness to perform and/or complete duties.
  4. Abuse of power.
  5. Poor standing in residence hall (as determined by the RHD).

ARTICLE XII
Enactment

Section 1. This constitution shall go into effect immediately following a two-third vote.
