Organization of the Council of Chairs

 

 

 

          The organization shall consist of chairpersons of academic departments allocated personnel lines for the purposes of instruction, and directors/coordinators of academic programs which administer independent majors and/or minors.  As used herein, the title “program director” refers to a faculty member whose primary appointment is within the Division of Academic Affairs, who holds academic rank, has instructional responsibilities and directs a curricular program.  For purposes of directing/administering such curricular programs, a program director must be responsible to, and report directly to, an academic dean, not a department chair.  Furthermore, program directors included in the membership of the Council of Chairs may neither hold any administrative title in any division of the College other than the Division of Academic Affairs, nor hold any administrative title within said Division above the level of Department Chair.

 

            The purpose of this organization is to provide the Council of Chairs and the College administrators a forum to discuss and review matters pertaining to the mission of the College.  Communication and consultation may involve the appointment, election, or delegation of members or non-members, to duties identified by the Council of Chairs.

 

            Each Spring semester the Council of Chairs shall select a member to serve as convener for a one-year term beginning September 1 of that calendar year.  The convener may serve no more than two consecutive terms and no more than three terms in any ten-year period.  The convener shall be responsible for convening and conducting meetings of the Council.  Meetings shall be called by the convener on self-initiative, or upon request by the President of the College, Vice President for Academic Affairs, or three members of the Council.  The Council shall meet at least once each semester.  A quorum shall be one-half of its membership.

 

            By a majority vote of those present, the Council of Chairs may adopt positions; conduct itself in executive session; name a recording secretary; and establish ad hoc committees as needed.

 

            Agenda items may be submitted to the convener by any member of the Council of Chairs, the President of the College, or the Vice President for Academic Affairs.  When feasible, the convener shall announce agenda items in the call for a meeting.  Adoption of this charter and any amendments thereof, shall require the approval of 60 percent of the membership of the Council.  Voting may be by roll call, voice vote, or mail ballot.
